Karnataka has cemented its position as India’s primary hardware and technology innovation powerhouse, capturing an impressive 64% share of total funds disbursed under the Union Government’s Electronics Development Fund (EDF).
According to official data submitted in Parliament by Union Minister for Electronics and Information Technology Shri Ashwini Vaishnaw, out of ₹1,335.77 crore invested nationwide across 128 technology companies, ₹854.54 crore was secured by 90 companies headquartered in Karnataka.
City-Wise Breakdown: Bengaluru Dominates, Belagavi Stakes Claim in Hardware
While capital city Bengaluru continues to anchor the country’s venture capital and startup ecosystem, the data highlights a significant milestone for regional technological decentralization in Karnataka, with Belagavi marking its presence on the national hardware map: Electronics Development Fund
- Bengaluru (89 Companies): Secured the lion’s share with 56 Electronics System Design and Manufacturing (ESDM) enterprises and 33 Information Technology (IT) firms.
- Belagavi (1 Company): Standout entry as Karnataka’s sole non-metro city represented in the national list, housing 1 core ESDM hardware company.
Among non-capital regional hubs across India, Belagavi joins an exclusive list of Tier-2 cities like Kochi, Thiruvananthapuram, Jaipur, and Faridabad to draw capital from central venture funds. Electronics Development Fund

The EDF operates as a “Fund of Funds” anchored by MeitY and managed by Canbank Venture Capital Funds Ltd. (CVCFL). The parent fund invested ₹257.77 crore across eight SEBI-registered “Daughter Funds”, mobilizing capital across India.

- 5x Market Leverage: The EDF anchor investments allowed daughter funds to leverage private market investment, driving overall fund mobilization for backed startups to ₹22,553.82 crore.
- Intellectual Property Creation: Supported startups successfully developed or acquired 373 patents/IPs in core hardware, embedded design, and semiconductor technologies.
- Transition to Divestment: The close-ended fund completed its primary investment phase in February 2024 and is currently in its divestment phase.
