Strategic Shift: Karnataka to Hold Monsoon Session in Belagavi, Winter Session Moves to Bengaluru

BENGALURU: In a significant departure from established parliamentary traditions, the Karnataka state government has decided to alter the venues for its upcoming legislative sessions.

The highly anticipated Winter Session will now be held at the Vidhana Soudha in Bengaluru, while the upcoming Monsoon Session is slated to take place at the Suvarna Vidhana Soudha in Belagavi this July.

The high-level decision was finalized following a crucial meeting chaired by Chief Minister Siddaramaiah. The meeting was attended by key legislative leaders, including Legislative Assembly Speaker UT Khader, Law and Parliamentary Affairs Minister HK Patil, and Legislative Council Chairman Basavaraj Horatti.

The Strategic Calculus Behind the Monsoon Move

The government’s decision to shuffle the sessions involves a tactical calculation regarding public order and regional management. Historically, the Winter Session in Belagavi has been a lightning rod for massive farmer agitations, border disputes, and various delegation protests, often disrupting legislative proceedings and stretching local law enforcement thin.
By pulling the Belagavi session forward to July, the administration aims to utilize the peak farming season to minimize public disruption.

The Government’s Rationale: During the monsoon month of July, the agrarian community across North Karnataka will be intensively engaged in sowing and primary farming activities. With farmers fully occupied in their fields, the administration anticipates a sharp decline in large-scale protests, rallies, and sit-ins outside the Suvarna Vidhana Soudha.

Final Dates Await Cabinet Approval

While the broad consensus to swap the sessions has been locked in by the top leadership, the precise calendar dates for the July Monsoon Session remain open.
Chief Minister Siddaramaiah indicated that the official schedule and exact dates for the session will be formally deliberated and announced during the upcoming state cabinet meeting. Local authorities in Belagavi are expected to begin preliminary logistical preparations shortly, ensuring the multi-billion rupee Suvarna Vidhana Soudha is fully equipped to host the lawmakers come July.

A Farewell Session for Basavaraj Horatti

Beyond the structural shifts, this upcoming session carries immense emotional and political weight. It is set to be the final legislative session for veteran leader Basavaraj Horatti, the current Chairman of the Legislative Council. Leaders present at the meeting highlighted the significance of holding this session in Belagavi as a historic nod to Horatti’s decades-long public service and his consistent advocacy for the development of North Karnataka.
